Who We Are

Sacramento Innovative Legal Services, Inc. offers training programs and seminars both in person or virtually, for any size business or government organization. We aim to change the way people approach job satisfaction, longevity, and customer service by incorporating awareness to how primary and secondary trauma effect organizations, employees, and consumers.

A Few Words About

Our Team

Christina Milburn and Ellie Duncan founded ILI. They are trained courtroom attorneys, specializing in child welfare. Both have spent the past 12+ years advancing the best interest of their clients, the children, in courtroom proceedings and supervising and training attorneys in their field. Tina and Ellie are both certified Child Welfare Specialists by the National Association of Counsel for Children. Additionally, both Tina and Ellie are trained in teaching mindfulness, compassion fatigue and trauma informed care. In addition to this, Tina and Ellie are enthusiastic and fun teachers who enjoy teaching their craft.

Christina Milburn, Co-Founder

Christina was born and raised in Western Colorado and attended the University of Colorado, Boulder for her undergraduate degree. She then earned her Juris Doctorate degree from the University of Arizona. Christina has been practicing law for over 20 years. She has practiced as a civil rights litigation attorney and dependency attorney and attorney supervisor representing both children and parents in child welfare proceedings. Christina received her Child Welfare Law Specialist Certification from the National Association of Counsel for Children in 2012. Christina lives in East Sacramento with her husband and two boys and spends her free time with them or running with her dogs.

Ellie Duncan, Co-Founder

Ellie grew up in East Texas and headed west for school. She earned her undergraduate degree at the University of California, Santa Barbara and her Juris Doctorate at the University of San Francisco, School of Law with a certificate in Public Interest Law. After law school, Ellie moved to Sacramento to be a dependency attorney at Children’s Law Center. She practiced as both an attorney and attorney supervisor for eleven years, representing children in all aspects of dependency cases. Ellie received her Child Welfare Law Specialist Certification from the National Association of Counsel for Children in 2021. Ellie lives in Arden Park with her husband and three children and is often seen volunteering at their schools.
